Academician: "High-end academic talent gap" is a false proposition.
The academic atmosphere and the cultivation of scientific research talents have always been a topic of concern to the whole society. Ding Zhongli, deputy to the National People’s Congress and vice president of China Academy of Sciences, said in an interview with Beijing Youth Daily that "digging people with heavy money" can have some effects, but it will also make some people impetuous. For scientists, "feelings are the first", they are willing to contribute to the country and are willing to sacrifice themselves. "This is the feelings of scientists". In addition, he believes that there is no fault in high-end academic talents, but they are increasingly specialized and subdivided.
On academic atmosphere: most people in academic circles have a correct attitude.
Beiqing Daily: Last year, China’s medical papers were collectively retracted by foreign journals. How to evaluate this matter?
Ding Zhongli: This question should be understood from two aspects:
On the one hand, as long as there are people, there may be fraud, which cannot be avoided. It can only be "once, once". To evaluate the scientific and technological community, we should see that fraud is not the mainstream, and that most researchers are working honestly. Therefore, to discuss this issue, we must first admit that there is indeed fraud and plagiarism in academic circles, but we must also be clear that this situation is not the mainstream, but a very rare phenomenon.
On the other hand, as far as the medical field is concerned, as a doctor, the main energy should be focused on saving lives and asking doctors to evaluate their professional titles by writing articles, which may itself involve the problem that the evaluation system is not reasonable enough.
Beiqing Daily: So in your opinion, the mainstream of academic circles is still practical and rigorous?
Ding Zhongli: Most people in academic circles have correct attitudes and study styles. In fact, everyone’s papers are to be reviewed and tested by others. You said that you had made an amazing discovery, reached a genius-like conclusion, and made a sensation in the world. This doesn’t count, and it has to be constantly tested by others. All scientific achievements need to be tested. If the results can’t stand the test, it means that your findings and conclusions are likely to have problems, and accordingly, your style of study is likely to have problems.
Because of this shock, the academic tradition is: attach great importance to the evidence and reliability of the experiment, and attach great importance to the reproducibility of the experimental results. In fact, there are very few people who take risks (fake). Therefore, on the whole, the academic atmosphere is correct.
On Talent Cultivation: Rational View of "Introducing Talents with Heavy Money"
Beiqing Daily: How do scientific research institutions participate in the national talent training system?
Ding Zhongli: For our China Academy of Sciences, it is mainly to cultivate high-quality and high-level graduate students. The quality of the talents we have trained has always been at a high level, and they mainly work in science and education units after graduation. For another example, some ministries and commissions, such as the Ministry of Agriculture, the Meteorological Bureau, the Oceanic Administration, the Seismological Bureau, and the Ministry of Land and Resources, all have research institutes, and they are also training graduate students, and the training quality is good. This is a very important part of our national science and technology innovation system.
Beiqing Daily: How do you view the situation that some local scientific research institutions are facing brain drain and relatively insufficient funds?
Ding Zhongli: This may be caused by two reasons:
First, the competitiveness of such institutions may be insufficient, including the level of wages and funds, which are the elements that constitute competitiveness.
Second, if a local research institution can be closely integrated with the local economic and social development, it should be no problem to develop under the background that the whole people attach importance to scientific and technological innovation. On the other hand, if this kind of scientific research institutions can’t be closely integrated with local economic and social development, there will be not much to do and there will be insufficient financial support. Naturally, it will cause the brain drain, which is also a normal phenomenon. So many scientific research institutions always have high or low financial support. Therefore, it is normal to have a certain brain drain or even a certain elimination.
Beiqing Daily: Some scientific research institutions will choose to "introduce talents with heavy money". For scientific research, what is the relationship between funds and talents?
Ding Zhongli: There is a relationship between the two. It’s the same for any country or unit if there is not enough funds to attract good talents. Therefore, on the one hand, don’t think too terrible about "digging people with heavy money", and don’t label it easily, thinking it is a terrible thing. Some people may wonder how heavy the so-called "heavy money" of some scientific research institutions will be. It’s actually not too heavy.
On the other hand, if everyone adopts the method of "digging people with heavy money", it may have a negative impact. Why? Because it may make talents very impetuous, and there will also be some "talents" who are waiting for the price. Of course, human weakness!
Talking about scientific feelings: willing to contribute to the country and sacrifice yourself.
Beiqing Daily: What is the turnover of Chinese Academy of Sciences?
Ding Zhongli: Generally speaking, we now have less talents flowing in and more talents flowing out. Because the Chinese Academy of Sciences does not have a lot of money to dig people, we always emphasize attracting people with a good environment and retaining people with a stable career. Therefore, our current salary is relatively lower than that of some universities with deep pockets, so there will be more people being dug away, which is also a challenge we are facing now.
Of course, we hope to dig less people, but rely on our own talents to solve difficulties. The Chinese Academy of Sciences recruits so many graduate students every year, trains them well, and gives some outstanding graduates a platform for development. I believe they will all grow up in the future. In fact, many of the backbone of the Chinese Academy of Sciences are now cultivated by themselves, and the so-called digging is not necessarily much better. Academicians of Chinese Academy of Sciences come from many schools, but the proportion of academicians from famous schools is not high. Therefore, everyone’s abilities are similar, and their IQ is similar. Geniuses are only a few, but unfortunately I am ignorant and have never seen them. But doing scientific research, I think attitude is the first, and feelings are the first.
Beiqing Daily: In your opinion, what are the feelings of scientists?
Ding Zhongli: Willing to contribute to the country and willing to sacrifice himself.
Beiqing Daily: In the past year, several master researchers of Chinese Academy of Sciences, including Nan Rendong, passed away. There are voices from outside that there is a "high-end academic talent gap". What do you think?
Ding Zhongli: Now there are more and more high-level talents. How can there be a fault? Moreover, the present era is not the era of masters, because with the development of science, the division of labor is becoming more and more detailed and specialized. Most of the "everyone" are experts who have done a very profound job in a certain subdivision field. Nan Rendong is a "everyone" in the field of radio astronomical telescopes.
