  In 2022, Gansu Province made great efforts to promote the implementation of "Strong Science and Technology", accelerated the development of new business incubation service platforms such as Zhongchuang Space and Science and Technology Business Incubators, held various innovative and entrepreneurial events with high standards, and constantly optimized the ecological environment of innovation and entrepreneurship.   The policy dividend continues to release the vitality of double innovation. Gansu actively promoted the implementation of the Notice on Tax Policies for Science and Technology Business Incubators, University Science Parks and Zhongchuang Space (Caishui [2018] No.120), and effectively helped all kinds of science and technology innovation entities at all levels to reduce their burdens and help them out. In 2022, the tax reduction and exemption for all kinds of business incubators in the province totaled 11,786,500 yuan. Among them, the actual tax reduction and exemption for national and provincial incubators totaled 10,187,500 yuan, and the actual tax reduction and exemption for the national filing space totaled 1,599,000 yuan.

  The construction of dual-creation service platform improves quality and efficiency. Gansu organized a comprehensive evaluation of 204 provincial-level and above double-innovation incubation carriers in batches, strictly organized the declaration, evaluation and identification of a new batch of provincial-level double-innovation incubation carriers, and guided the standardized construction and high-quality development of service double-innovation incubation carriers. In 2022, 45 institutions in the province applied for provincial-level science and technology business incubators and creative spaces (the expert review work has been completed, and it will be confirmed after on-site inspection), and two provincial-level science and technology business incubators were recommended to participate in the national-level science and technology business incubators. Focusing on cultivating high-quality innovative and entrepreneurial tutors, serving innovative and entrepreneurial enterprises or teams to develop rapidly and healthily, Gansu actively played the role of science and technology entrepreneurship incubation association and organized a new batch of innovative and entrepreneurial tutors to declare and identify.   In order to implement the spirit of the document Guiding Opinions of the General Office of the State Council on Comprehensively Promoting the Renovation of Old Urban Communities (Guo Ban Fa [2020] No.23) and the Notice of the General Office of the People’s Government of Inner Mongolia Autonomous Region on Printing and Distributing the Implementation Plan for Comprehensively Promoting the Renovation of Old Urban Communities (Guo Ban Fa [2020] No.27), combined with the renovation experience of old urban communities in 2019-2021, the living environment of old urban communities in our city will be further improved and the urban functions will be improved.

  I. Guiding ideology

  Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, thoroughly implement the spirit of the important instructions given by the General Secretary of the Supreme Leader in his important speech on inspecting Inner Mongolia, practice the people-centered development concept, take the improvement of residents’ quality of life as the starting point and the foothold, take the renovation of old residential areas as a major livelihood project and development project, conform to the expectations of the masses, respect their wishes, and practice joint creation. Efforts will be made to solve the problems strongly reflected by the masses such as the lack of infrastructure, outdated facilities and equipment, incomplete functional support and inadequate management services in old residential areas, and continuously improve the living environment and quality of life of residents.

  Second, the basic principles

  -Adhere to the principle of residents’ participation. In the comprehensive renovation of old residential areas and the later property management, the government is responsible for organizing and coordinating, giving full play to the role of street and community grass-roots organizations, organizing residents’ participation, gathering people’s wisdom, ensuring residents’ "right to know, participate, choose and supervise", and clarifying the obligations and responsibilities of residents in jointly managing residential areas.

  -adhere to the principle of territoriality. In accordance with the principle of "combining blocks, giving priority to blocks and territorial management", give full play to the leading role of territorial sub-district offices in the process of comprehensive transformation of old residential areas and establish a long-term management mechanism according to local conditions.

  -adhere to the principle of urgency first and then slowing down. For poor infrastructure, chaotic management, outstanding security risks and other areas that have been strongly reflected by the masses, we will first rectify them.

  -Adhere to the principle of government-led and diversified investment. With the mode of government-led, enterprises and the masses as the main body, the participation of all sectors of society and market-oriented operation, we will actively play the guiding role of financial funds, and use various investment and financing platforms to absorb social capital investment in many ways.

  -Adhere to the principle of combining rectification with management. While improving the hardware supporting facilities in the residential area, we should establish and improve the working mechanism of property management, realize both construction and management, promote one comprehensive improvement and establish one property management to avoid repeated construction affecting residents’ lives.

  Third, the transformation content

  The renovation of old residential areas is divided into basic category, perfect category and upgrading category.

  Basic transformation mainly includes infrastructure such as water supply, drainage, power supply, weak current, gas supply, heating, fire protection, security, roads, green lighting, mobile communication, parking lot, etc., new (rebuilt) property houses, demolition of illegal buildings, fttp, overhead lines (underground) and maintenance of public parts of buildings.

  Perfect renovation mainly includes energy-saving renovation of new (rebuilt) buildings, charging facilities, residents’ activity rooms, barrier-free facilities, fitness equipment, greening and beautification, intelligent express boxes, installation of elevators, and cultural and leisure facilities, sports venues, facilities suitable for the elderly, and power capacity expansion in or around the community.

  The upgrading transformation mainly includes public service facilities such as community, health and education, as well as community-specific service facilities such as pension, nursery, food assistance, housekeeping and cleaning, convenience market and postal express terminal comprehensive service station.

  Fourth, the work objectives

  In accordance with the requirements of co-construction, co-governance, sharing, changing basic categories, improving categories, and actively promoting upgrading categories, we will fully solicit the needs and wishes of the masses, scientifically formulate the renovation plan and annual renovation plan for old communities, implement the requirements of "comprehensive renovation once", achieve "one community, one plan", reasonably determine the renovation content, form a renovation list, highlight innovation drive, highlight cultural heritage, retain urban memory, and put an end to performance projects and image projects. Through the special action from 2022 to 2024, we will strive to complete the renovation of the remaining 186 old residential areas and 2,974,900 square meters built in our city before the end of 2005, of which the coverage rate of basic and perfect renovation is 100% and that of upgrading renovation is 31% (there are 47 upgrading renovation residential areas in Haibowan District, with a coverage rate of 32%; There are 7 upgrading transformation communities in Uda District, with a coverage rate of 33%; There are 3 upgrading transformation communities in Hainan District, with a coverage rate of 19%). Encourage the declaration of demonstration projects for the renovation of old residential areas, and highlight the leading role of demonstration.

  In 2022, it is planned to renovate 59 old residential areas in the city, involving 6,670 households with an area of 672,500 square meters, with an estimated investment of 293.5 million yuan, and all remaining old residential areas that have not been renovated before the end of 2000 will be renovated.

  V. Safeguards

  (A) to strengthen financial security

  First, actively strive for subsidy funds and increase financial investment. Maximize the subsidy funds of the central government and the autonomous region. The district governments should actively apply for local government general bonds and special bonds issued by the autonomous region, and the tax authorities should conscientiously implement the national tax reduction and exemption policies related to the transformation of old urban communities. The financial departments at the municipal and district levels should tilt the focus of funds used for urban renewal every year to the renovation of old residential areas, and relevant departments should take the initiative to move all kinds of project funds closer to the renovation of old residential areas to improve the efficiency of fund use.

  The second is to reasonably implement the residents’ responsibility for capital contribution. In accordance with the principle of who benefits and who contributes, encourage and guide residents to replace doors and windows and transform water, electricity and heating into households; Residents are encouraged to support the renovation of old residential areas in various ways, such as capital contribution, use of special maintenance funds for residential buildings, transfer of floor resources, public benefits of residential areas, and investment in labor, and actively support the paid workers to withdraw housing provident fund for the renovation of self-occupied housing such as installing elevators.

  The third is to encourage professional business units to contribute. Electric power, communication, cable TV, water supply, drainage, heating, gas and other professional business units should strictly follow the requirements of the Notice of 7 departments, including the Housing and Urban-Rural Development Department of Inner Mongolia Autonomous Region, on matters related to franchised units’ support for the renovation of old urban communities (No.79 [2021] of Neijian House), actively fulfill the corporate main responsibility and social responsibility, and actively participate in supporting the renovation of old urban communities. The work of pipeline renewal, relocation and regularization, and entering the ditch and underground shall be organized and implemented by professional business units.

  Fourth, innovative financial service support. Encourage district governments to cooperate with banks and other financial institutions, explore and develop financial products and funds suitable for the transformation of old communities, and guide financial institutions to participate in the transformation of old communities by increasing the fund savings of related communities.

  The fifth is to encourage social forces to participate. Encourage the original property units to give financial and other support to the transformation of the original employee residential areas that have been handed over to the localities. Public housing property units should contribute to the transformation. Take the method of paid use of new facilities to attract professional enterprises such as elevators, express delivery, commerce, parking facilities and property services to participate in the transformation of old communities. Encourage and guide social and private capital to participate in the transformation of old residential areas through direct investment, indirect investment, equity participation, entrusted agent construction and other ways.

  (B) simplify the examination and approval procedures

  Conscientiously implement the "Notice of the Office of the Leading Group for the Reform of the Examination and Approval System of Engineering Construction Projects in Inner Mongolia Autonomous Region" (No.45 [2021] of the Office of the Office of the Leading Group for the Reform of the Examination and Approval System of Old Urban Residential Areas), optimize the process according to the key points, simplify the elements and improve the efficiency. Vigorously promote the "list system+notification commitment system". For projects that do not involve changes in land ownership, materials such as existing land use procedures can be used as land certification documents; For low-risk projects that do not involve changes in the main structure of the building, the construction drawing review may not be carried out if the project construction unit implements the notification commitment system.

  (C) Increase project supervision

  The first is to increase the supervision of funds. The Housing and Urban-Rural Development Bureaus and Finance Bureaus of all districts are responsible for reviewing and checking the renovation budgets of old communities in all districts, and using the funds on the "cutting edge" to prevent extravagance and waste. In the process of using funds, the auditing and financial departments at the municipal and district levels will strengthen supervision, and the illegal use of special funds will be seriously investigated for responsibility to ensure earmarking.

  Second, strictly implement the document requirements of the Notice of the Housing and Urban-Rural Development Department of Inner Mongolia Autonomous Region on Strengthening the Quality and Safety Management of Renovation Projects of Old Urban Residential Areas (N.J.Q. [2021] No.81), and the housing and urban-rural development bureaus of all districts should establish and improve the quality and safety management system of engineering projects, strictly implement the systems of scheme formulation, bidding, project supervision, completion acceptance and filing, and strictly prohibit "design while construction" and "design while construction". Entrust the survey, design, construction, supervision, testing and other units with higher qualifications to strictly control the engineering design, material procurement or supply, construction and acceptance, and do a good job in relevant coordination to prevent the occurrence of systematic quality and safety problems, and urge all contractors to implement the responsibility for engineering quality and safety; Strengthen the service supervision and management in the whole process of renovation and construction of old residential areas, strengthen the service supervision and inspection of responsible units such as construction, construction and supervision, implement the system of regular quality and safety meetings and regular inspections, strictly control the key parts and key links of engineering projects, and deal with the problems of engineering quality and safety in strict accordance with the law and regulations, effectively strengthen the investigation and rectification of hidden dangers, and effectively prevent all kinds of accidents.

  (4) Strengthen publicity and guidance.

  All relevant departments should make extensive use of major news media and network platforms, increase the publicity of policies and measures, typical cases and special projects for the transformation of old residential areas in our city, improve the sense of identity of all sectors of society and the masses in the transformation of old urban residential areas, and let the residents fully realize the long-term significance of the transformation of old residential areas for the people and the people. Party organizations at all levels should actively participate in the renovation of old residential areas, give full play to the vanguard and exemplary role of party member, cooperate with street and community workers to do a good job of publicity and guidance in the residential areas where they live, go deep into residents’ homes to publicize policies, answer questions for residents on the spot, and strive to guide the masses from "I want to change" to "I want to change", so as to create a good atmosphere of broad social support and active participation of the masses.

  VI. Job Requirements

  (1) improve ideological understanding. District governments and relevant departments should fully realize that comprehensively promoting the transformation of old urban communities is a major decision-making arrangement of the CPC Central Committee and the State Council, a key work arrangement of the Party Committee, government and municipal government of the autonomous region, and a major livelihood project and development project. The district governments take overall responsibility for the renovation of old urban communities within their jurisdiction. The main responsible comrades should put the renovation of old urban communities on the important agenda, personally study and deploy them, personally dispatch and promote them, and personally supervise and implement them to ensure effective results.

  (2) Strengthen organizational leadership. The leading group for the transformation of old urban residential areas is responsible for the policy guidance, project striving and work convergence promotion of the transformation of old urban residential areas in the city, and holds regular meetings to study and promote the transformation of old urban residential areas in the city. All member units should combine the actual work, strengthen policy coordination, work cohesion, research and supervision, timely study and solve new situations and new problems in the work, and timely improve relevant policies and measures. Establish a system of "municipal leaders+district government" to rebuild old residential areas in Baolian. All districts should regard the renovation of old residential areas as the "top-ranking project", set up special classes for work, and earnestly grasp the renovation of old urban residential areas within their respective jurisdictions.

  (3) Fully solicit opinions. District governments should adhere to the principle of mass participation, fully mobilize the enthusiasm of the masses, and give play to the leading role of party organizations and grass-roots organizations in the transformation of old urban communities. Streets and communities should list the "menu" of transformation projects, organize residents to set up "community transformation committees", and "order dishes" according to actual conditions and needs to achieve accurate policies. Coordinate residents, owners’ committees, property service enterprises, construction units, etc., do a good job in organizing and launching the renovation work of old residential areas, collecting people’s wishes, resolving contradictions and disputes, etc., mobilize residents to actively participate in the formulation of renovation plans, cooperate with construction, participate in supervision and follow-up management, evaluate and feedback the renovation effect of residential areas by means of questionnaire survey, and truly realize decision-making collusion, development and co-construction, joint management of construction, effect evaluation and achievement sharing.

  (4) Do a good job in project implementation. The district governments should make overall arrangements for the renovation of old residential areas and explore the way of public bidding to package the whole project to state-owned enterprises and central enterprises with good reputation and strength. In the process of project implementation, it is necessary to reasonably arrange the renovation time and construction sequence, improve the efficiency of renovation construction, and ensure the quality of renovation, with small accounts paid in one year and general ledger paid in three years. The annual renovation plan should complete the project bidding and preparatory work before the end of December of the previous year, so that "the project will start in the spring and be completed in one year". Each district shall report the renovation progress to the competent department of urban construction before the 25th of each month, and submit major construction information to the municipal government in time. The competent construction departments of all districts shall timely organize relevant responsible subjects, pipeline franchisees and representatives of streets, communities and residents to conduct joint completion and acceptance of the project.

  (5) Strengthen follow-up management. The property rights of all kinds of pipe networks and facilities, such as water supply, heating, power supply, communication, etc., outside the residential user terminals will be transferred to professional business units in accordance with legal procedures, which will be responsible for the follow-up maintenance and management. Clear the management responsibility of installing elevators, and adopt reasonable modes such as property contract system, property reward system and residents’ self-management to ensure the normal operation and safe use of elevators. Give full play to the exemplary role of party member in old residential areas, establish and improve the joint meeting mechanism with the leadership of grass-roots party organizations, the cooperation of community residents’ committees and the participation of owners’ committees and property service enterprises, implement the property management model for the old residential areas that have completed the transformation, and realize full coverage of property management. Adhere to classified policies and explore long-term management for the transformed communities. According to different situations, professional property, simple community property, owner’s self-management and other forms will be included in the coverage of property management to prevent chaos after the reform. Give full play to residents’ subjective initiative, replenish and continue to raise special funds for residential maintenance, establish "housing pension", and promote the long-term maintenance and management of public facilities and equipment in old residential areas after transformation.

  (6) Signing a letter of responsibility. Combined with the objectives of the implementation plan for the renovation of old residential areas, the municipal party Committee and the municipal government will sign a letter of responsibility with the district committees and district governments to conduct pressure at all levels to ensure the implementation of responsibilities. Enhance the people’s sense of gain, happiness and security with tangible work results, and hand over a satisfactory answer sheet to the people of the city.

  (seven) to formulate assessment methods. The Municipal Housing and Urban-Rural Development Bureau, in combination with the procedures of pre-renovation of old residential areas, project promotion, completion and acceptance, long-term management and other processes, formulated the assessment methods, allocated the funds of "substituting awards for subsidies" according to the dynamic evaluation results, and included them in the annual performance appraisal scope of district governments.
