The deep integration of science and technology and ＂double innovation＂ has injected new kinetic energy into the high-quality development of Gansu’s regional economy and society

　　In 2022, Gansu Province made great efforts to promote the implementation of "Strong Science and Technology", accelerated the development of new business incubation service platforms such as Zhongchuang Space and Science and Technology Business Incubators, held various innovative and entrepreneurial events with high standards, and constantly optimized the ecological environment of innovation and entrepreneurship. The deep integration of science and technology and "double innovation" has continuously injected new kinetic energy into the high-quality development of Gansu’s regional economy and society.

　　The policy dividend continues to release the vitality of double innovation. Gansu actively promoted the implementation of the Notice on Tax Policies for Science and Technology Business Incubators, University Science Parks and Zhongchuang Space (Caishui [2018] No.120), and effectively helped all kinds of science and technology innovation entities at all levels to reduce their burdens and help them out. In 2022, the tax reduction and exemption for all kinds of business incubators in the province totaled 11,786,500 yuan. Among them, the actual tax reduction and exemption for national and provincial incubators totaled 10,187,500 yuan, and the actual tax reduction and exemption for the national filing space totaled 1,599,000 yuan.

　　The construction of dual-creation service platform improves quality and efficiency. Gansu organized a comprehensive evaluation of 204 provincial-level and above double-innovation incubation carriers in batches, strictly organized the declaration, evaluation and identification of a new batch of provincial-level double-innovation incubation carriers, and guided the standardized construction and high-quality development of service double-innovation incubation carriers. In 2022, 45 institutions in the province applied for provincial-level science and technology business incubators and creative spaces (the expert review work has been completed, and it will be confirmed after on-site inspection), and two provincial-level science and technology business incubators were recommended to participate in the national-level science and technology business incubators. In the 2021 annual evaluation results of national science and technology business incubators released by the Torch Center of the Ministry of Science and Technology, all 12 national science and technology business incubators in Gansu participated in the evaluation and achieved good results, of which 1 was rated as excellent (Class A), 9 as good (Class B) and 2 as qualified (Class C), with a pass rate of 100% and an excellent rate of 83.3%.

　　The team of innovative and entrepreneurial instructors has been growing. Focusing on cultivating high-quality innovative and entrepreneurial tutors, serving innovative and entrepreneurial enterprises or teams to develop rapidly and healthily, Gansu actively played the role of science and technology entrepreneurship incubation association and organized a new batch of innovative and entrepreneurial tutors to declare and identify. A total of 375 middle and senior managers with rich experience in innovation and entrepreneurship, such as colleges and universities, scientific research institutes, incubators, intermediary service agencies and science and technology enterprises, applied for provincial-level innovation and entrepreneurship mentors. After expert review, 240 people were identified as provincial-level innovation and entrepreneurship mentors, injecting fresh blood into Gansu’s science and technology innovation work, integrating innovation and entrepreneurship resources based on innovation and entrepreneurship incubators, gathering entrepreneurial counseling teams, spreading innovation and entrepreneurship, and serving the needs of entrepreneurial enterprises.

　　The role of promoting entrepreneurship and employment is obvious. By the beginning of 2022, there were about 333 incubators in Gansu, including 77 incubators and 256 creative spaces. There are about 2,749 incubators at all levels in the province, which drives about 30,531 people to be employed (about 3,015 new college students are employed), up by 10.51% year-on-year. There are about 836 full-time and part-time entrepreneurial tutors, 1,910 entrepreneurial tutors are connected with enterprises, and about 991 innovative and entrepreneurial activities and various trainings are held. There were about 5,975 entrepreneurial teams served by all kinds of creative spaces at all levels in the province in that year, and about 4,111 start-ups served in that year, which led to about 36,968 employees (including about 5,854 new college students), about 3,740 full-time and part-time entrepreneurial instructors, and held about 5,709 innovative and entrepreneurial activities and various trainings.

　　The enthusiasm and vitality of innovation and entrepreneurship continue to be stimulated. Gansu successfully held the 11th China Innovation and Entrepreneurship Competition (Gansu Division), and 285 enterprises in the province signed up for the competition, with 1,993 pieces of various intellectual property rights, with 7 pieces per household, including 98 invention patents, 865 utility model patents and 334 designs. After fierce competition in the preliminary, semi-finals and finals, 60 enterprises won the first, second and third prizes and outstanding enterprise awards in the start-up group and growth group of Gansu Division, and 19 enterprises successfully advanced to the national competition. Four enterprises, including Zhangye Lanbiao Biotechnology Co., Ltd., Lanzhou Peptide Valley Research Institute Co., Ltd., Gansu Qingyang Ruihaijia Energy Technology Co., Ltd. and Yumen Dayang Tianqing Petrochemical Co., Ltd., won the "Outstanding Enterprise Award of China Innovation and Entrepreneurship Competition" in the fields of energy conservation, environmental protection, biomedicine and new materials in the national trade competition. The 7th China Innovation Challenge (Gansu) was successfully held, and 172 technological innovation requirements of enterprises were collected, and 106 technological innovation requirements were selected for release, involving electronic information, equipment manufacturing, energy conservation and environmental protection, modern agriculture, biomedicine, petrochemical industry and other fields. 130 local challenge teams from Beijing, Tianjin, Zhejiang, Jiangsu, Sichuan, Shaanxi and Gansu were recruited, and 187 solutions were collected for 87 technological innovation requirements. After fierce on-site competition and competitive docking, a total of 48 technological innovation requirements and solutions were successfully docked and a Industry-University-Research cooperation agreement was signed, with a contracted amount of 38.1 million yuan.

　　In the next step, the Science and Technology Department of Gansu Province will firmly establish the concept that "grasping science and technology means grasping development, and seeking innovation means seeking the future" under the guidance of the spirit of the 20th Party Congress and in accordance with the requirements of the "six efforts" of the Ministry of Science and Technology, vigorously implement the innovation-driven development strategy, solidly carry out strong scientific and technological actions, and continuously promote the deep integration of science and technology and "double innovation". Focus on publicizing and implementing the dual-innovation policy, promoting the integration and development of dual-innovation carriers with other subjects, establishing an evaluation and management mechanism for innovative and entrepreneurial instructors, cultivating high-energy dual-innovation incubation carriers and creating a good atmosphere for innovation and entrepreneurship, and make new and greater contributions to promoting the continuous progress of science and technology in Gansu, accelerating the creation of innovative provinces, and striving to write a new chapter of the era of building a happy and beautiful new Gansu and creating a new situation of enriching the people and prospering Gansu.
