The theme of this forum is "High-quality partnership and global sustainable development". The forum was hosted by the Emerging Economies Research Association, China International Cultural Exchange Center and Guangdong University of Technology, with strategic support from the Foreign Affairs Working Committee Office of Guangdong Provincial Committee of the Communist Party of China and the Economic Committee of Guangdong Provincial Committee of Zhi Gong Dang, and was hosted by Guangdong Emerging Economies Research Association, School of Economics of Guangdong University of Technology, BRICS Research Center of Guangdong University of Technology, International Economic and Trade Research Center of Guangdong University of Foreign Studies, School of Economics and Management of Foshan University of Science and Technology and School of International Economics and Politics of Liaoning University. The whole conference was warm and grand, with a strong academic atmosphere. From Peking University, Tsinghua University, Renmin University of China, Beijing Normal University, Minzu University of China, Fudan University, Hunan University, Nankai University, Sun Yat-sen University, Central University of Finance and Economics, Shandong University of Technology, university of international business and economics, Guangdong University of Technology, Guangdong University of Foreign Studies, Foshan Institute of Science and Technology, City University of Macau, China Academy of Social Sciences, Emerging Economies Research Association, Huaxia Bank Co., Ltd. More than 110 leaders, experts, scholars and entrepreneurs from 70 universities, social organizations and well-known enterprises, including Guangzhou Yijian Construction Group Co., Ltd., attended the meeting and attracted more than 190 people to watch.
On the evening of 11th, the 2022 annual meeting of the Emerging Economies Research Association and the 2022 annual meeting of the Guangdong Emerging Economies Research Association were successfully held. The annual meeting started with a meeting of the Board of Directors. Xu Xiujun, Secretary-General of the Emerging Economies Research Association and researcher of the Institute of World Economics and Politics of the Chinese Academy of Social Sciences, and Chen Wanling, President of the Guangdong Emerging Economies Research Association and Professor of the School of Economics and Trade of Guangdong University of Foreign Studies, respectively made work reports of the Emerging Economies Research Association and the secretariat of the Guangdong Emerging Economies Research Association, which were unanimously adopted by the directors. On the morning of the 12th, the 2022 main forum for emerging economies "High-quality partnership and global sustainable development" officially kicked off under the auspices of Zhu Weiwei, deputy secretary of the Party Committee of Guangdong University of Technology. Huang Wu, Vice Chairman of Guangdong Provincial Political Consultative Conference and Chairman of Zhi Gong Dang Provincial Committee; Hu Qintai, Party Secretary and Professor of Guangdong University of Technology; Wang Yongwu, Secretary General of China International Cultural Exchange Center; and Yao Zhizhong, President of Emerging Economies Research Association, Party Secretary and Researcher of Institute of World Economics and Politics of Chinese Academy of Social Sciences, delivered speeches respectively. In his speech, Hu Qintai emphasized that since the 18th National Congress of the Communist Party of China, the General Secretary of the Supreme Leader has made a series of important expositions on the Party’s external work, and expounded the situation and tasks of the Party’s external work in the new era, which has provided important guidance for us to grasp the direction of China’s opening up and carry out academic research on issues related to foreign cooperation. This forum closely follows the pulse of the times and focuses on the theme of high-quality partnership and sustainable development, which will provide richer theoretical nourishment for the construction of China’s diplomatic network in the new era and promote the cause of global sustainable development, and point out that Guangdong University of Technology will continue to forge ahead towards the goal of building a high-level innovative university and make greater contributions to Guangdong’s being at the forefront of the country and creating new glory in the new journey. The four speakers unanimously mentioned the important statement in the Report to the 20th CPC National Congress of the Party that "China has always adhered to the foreign policy purpose of safeguarding world peace and promoting common development, and is committed to building a community of human destiny", and pointed out that the purpose of the Party’s diplomatic mission should be taken as an important guide for future study, work and scientific research.Make new contributions to the diplomacy of a big country with China characteristics in the new era. At the meeting, eight guests gave keynote speeches, including "high-quality development and high-quality partnership" and "high-level openness and global sustainable development". Hu Biliang, vice president of the Research Association of Emerging Economies, executive dean and professor of the Belt and Road College of Beijing Normal University, focused on Deepening and Expanding the Belt and Road Partnership, and believed that partnerships such as global development, global security, global poverty alleviation and digital cooperation should be developed on the basis of the Belt and Road Partnership, and the thinking of the Belt and Road Partnership should be deepened and expanded, so as to improve global governance and promote the building of a community of human destiny. Li Ping, vice president of the Research Association of Emerging Economies, special assistant to the president of Shandong University of Technology and professor, thinks that the anti-globalization era has come, the international environment is multiple and complex, and the coordinated development of emerging economies is the core content to solve the world complexity problem.
On the afternoon of the same day, the theme forum of the emerging economies forum was held. The conference was divided into three sections, the topics of which were "Emerging economies and new opportunities for regional cooperation", "Emerging economies and high-quality development of the Belt and Road" and "Emerging economies and global governance system reform". Twelve guests gave reports and six guests made comments. Zhai Kun, vice president of the Emerging Economies Research Association and vice president and professor of Peking University Institute of Regional and Country Studies, analyzed the contribution of ASEAN from the perspectives of politics, economy, security and roads, and further analyzed its position and role in Sino-US relations. Zhu Jiejin, Deputy Secretary-General of the Emerging Economies Research Association and a professor at the School of International Relations and Public Affairs of Fudan University, pointed out that the current power game between hegemonic countries and rising countries has led to the transformation of the global governance system, put forward four reform paths, and pointed out that China should be good at fighting, and choose the path to promote the global governance reform according to the external choice and integration degree.
Finally, Zhang Yuyan, academic advisor of the Emerging Economies Research Association, member of the Chinese Academy of Social Sciences, director and researcher of the Institute of World Economics and Politics, gave a keynote speech on "Monetary Policy Shift and Spillover Effect in the United States and Europe". It is pointed out that the rise of American currency and the drastic interest rate increase will not only increase American economy, but also have negative spillover effects on many countries, especially developing countries. At the same time, the rapid rise of the US dollar exchange rate caused by interest rate hikes will increase the global default risk, further trigger a currency crisis and a debt crisis, and hinder the progress of developing countries and enterprises. In addition, Director Zhang mentioned that the sanctions against Russia after the Ukrainian crisis will directly affect the weaponization of monetary finance and the accelerated transformation and upgrading of energy, and indirectly affect the financing difficulties of financial institutions such as BRICS and AIIB, and further harm the development of emerging economies and developing countries, thus affecting the global economy.
On the morning of the 13th, the sub-forum of the 2022 Emerging Economies Forum was held as scheduled. The sub-forum held four sections in parallel, with the themes of "Trade and Investment in Emerging Economies and Green Transformation", "Win-win Development and Global Economic Governance", "Digital Trade and Institutional Opening of China" and "Global Financial Cooperation and Humanities Exchange".
On the afternoon of the same day, the 2022 seminar on think tanks of emerging economies was successfully held. The theme is "High-quality partnership and global sustainable development". The meeting invited 10 experts from Brazil, Russia, India, South Africa, South Korea, France and 11 domestic experts to attend, attracting more than 200 spectators. Rasigan Maharajh, director of the South African Institute of Innovative Economics, pointed out that unhealthy ecosystems have no boundaries, which will affect every aspect of the economy and society and everyone, and stressed that countries should strengthen coordination, adhere to multipolarization, strengthen the construction of global public goods and services, and promote the sustainable development of all countries. Luiza Duarte Cardoso, a Brazilian researcher at Woodrow Wilson Center for International Studies in the United States, pointed out the opportunities and challenges of BRICS cooperation around "Media and Digital Cooperation", and stressed that we should accelerate the transformation of digital economy and promote economic modernization and sustainable development. Jiang Shixue, vice president of the Emerging Economies Research Association, distinguished professor of Shanghai University and director of the Latin American Studies Center of Shanghai University, pointed out that the current globalization is irreversible, but the effectiveness of international institutions is weakening. Some suggestions are put forward to promote the construction of high-quality partners and high-quality development of emerging economies, such as deepening economic cooperation, taking global development initiatives as the guiding principle, strengthening political mutual trust, and improving China’s role and status in international cooperation.
Cai Chunlin, Deputy Secretary-General of the Research Institute of Emerging Economies and Professor of the School of Economics of Guangdong University of Technology, made an academic summary of the meeting, saying that the current international situation is unpredictable and the international pattern is accelerating to evolve. It is of great significance for this meeting to exchange and discuss "high-quality partnership and global sustainable development", which will provide for China to strengthen exchanges and cooperation with emerging economies and developing countries, deepen the construction of high-quality partnership, build a global partnership network, continuously expand opening up, promote the construction of an open world economy, seek common development paths, and build a community of human destiny.
In addition, Cai Chunlin made specific suggestions on strengthening digital economic cooperation between emerging economies and BRICS countries. First, it is necessary to improve the business environment and promote the high-quality development of digital economy in emerging economies and BRICS countries, which is sustainable and inclusive. Create an equal, mutually beneficial, inclusive and innovative market environment, especially actively promote small and medium-sized micro-digital economic enterprises to participate in digital economic cooperation in emerging economies and BRICS countries. Second, we should strengthen interaction and exchange to build high-quality emerging economies and BRICS partnerships. Adhere to communication, strengthen policy consultation on technological innovation, new infrastructure and digital security in the field of digital economy, and build a high-quality partnership. The third is to strengthen policy coordination and promote digital trade in emerging economies and BRICS countries. Promote mutual recognition of technologies and standards of digital trade, reduce transaction costs of digital trade among member countries, and enhance product compatibility of digital trade among emerging economies and BRICS countries.
