    The new technology of world automobile industry brings pressure and touches to China FAW. In July, 1983, FAW people started a tough battle of "transformation and transformation". In three years, they used 440 million yuan of self-raised funds to complete the renovation project that foreign experts asserted that it would take 2.2 billion yuan to change the model.

    On July 15th, 1986, on the occasion of the 33rd anniversary of the founding of China FAW, the new car Jiefang CA141 began mass trial production. Since 1990s, China FAW has been regarded as the pilot unit of the first batch of enterprise groups and authorized operation of state-owned assets. Since the establishment of FAW-Volkswagen Company in 1991, it took China FAW more than ten years to complete the fundamental transformation from the factory system to the company system, basically formed an enterprise management mechanism that meets the requirements of modern enterprise system and meets the needs of market competition, and realized the transformation of enterprise management from a production management system to a brand-new enterprise management model.

  Someone wants to ask, isn’t there a self-service entry channel? Wouldn’t it be quicker to go there?   At present, although many self-service aisles are equipped with cover patches, many people are not aware of them.   China’s National Immigration Bureau announced at the press conference of the Ministry of Public Security on the 14th that starting from June 18th this year, the national land, sea and air ports will be required to queue up for entry and exit customs clearance of China citizens for no more than 30 minutes, so as to solve the problem of long queues of China citizens at the peak of large ports.

In recent years, with the continuous improvement of people’s living standards and the deepening of China’s opening up to the outside world, China citizens’ overseas travel, visiting relatives and business activities have greatly increased.

  The data shows that in 2017, the total number of entry-exit personnel nationwide reached 598 million, an increase of more than 140 times compared with 1977 before the reform and opening up, and an increase of 73% compared with 2007. Among them, there are quite a few overseas Chinese groups who frequently travel between China and foreign countries.

  The increasingly huge passenger flow undoubtedly puts great pressure on the border inspection port. According to statistics, up to now, there are 35 ports with an average daily inspection of more than 5,000 passengers, 19 ports with more than 10,000 passengers and 7 ports with more than 50,000 passengers.

  Especially on weekends and holidays, the inbound and outbound passenger flow is relatively concentrated, and the queue waiting for inspection at peak hours is longer. Then, what measures will the relevant departments take to ensure the 30-minute customs clearance period?

  Improve and perfect the examination and approval mechanism for permanent residence qualifications.

  After the establishment of the National Immigration Bureau, the review process for foreigners’ applications for permanent residence was continuously optimized to improve work efficiency. In two months, 1,881 eligible foreigners were approved for permanent residence in China, equivalent to the total amount of approval in 2017.

  Some of these new regulations directly cover overseas Chinese groups, while others can indirectly benefit foreign Chinese, and once they are promulgated, they will be recognized by overseas Chinese. I believe that with the continuous advancement of the work of the Immigration Bureau, there will be more powerful new policies coming out one after another, which will bring more convenience to the entry and exit of overseas Chinese.

Notice on adjusting the handling methods of some patent businesses

In order to further improve the quality and efficiency of patent examination and provide efficient and convenient examination services for the public, China National Intellectual Property Administration decided to adjust the handling methods and examination rules of some patent businesses, as follows:

1. About the situation that the agency should be entrusted.

From January 11, 2023, foreigners, foreign enterprises or other foreign organizations that have no habitual residence or business office in the mainland of China should entrust a patent agency to apply for a patent alone or as a representative. Without authorization, it will not be accepted.

Individuals, enterprises or other organizations in Hongkong, Macau or Taiwan Province that have no habitual residence or business office in China Mainland shall entrust a patent agency to apply for a patent alone or as a representative. If a patent agency is not entrusted, it will not be accepted.

2. Submission methods for administrative reconsideration of patent business

From January 11, 2023, the parties (including the applicant for administrative reconsideration and the third party) can submit the application for administrative reconsideration and various documents in electronic form. The applicant for administrative reconsideration can submit an application for administrative reconsideration through the "formalities" module of the patent business handling system, and the applicant for administrative reconsideration and the third party can submit an opinion statement (about administrative reconsideration) and other documents through the "opinion statement correction" module of the patent business handling system.

3. On the submission method of invoking the declaration of accession when the PCT international application enters the national phase in China.

If the applicant does not request to modify the application date relative to China when going through the formalities for entering the national phase, the project or part cited shall not be retained in the subsequent procedures by requesting to modify the application date relative to China.

4. About online payment methods

From January 26, 2023, when the parties handle online payment, they can use bank cards, WeChat, Alipay or corporate accounts to pay the fees without paying the handling fee.

5. Seal of notices and decisions in the form of electronic documents

Notes to the State Council Order No.764 of People’s Republic of China (PRC)’s invoice management measures: (On December 12, 1993, the State Council approved the issuance of Order No.6 of the Ministry of Finance on December 23, 1993, which was first revised according to the Decision of the State Council on Amending the Measures for People’s Republic of China (PRC)’s Invoice Management on December 20, 2010 and second revised according to the Decision of the State Council on Amending Some Administrative Regulations on March 2, 2019. According to the Third Revision of the Decision of the State Council on Amending and Abolishing Some Administrative Regulations on July 20, 2023) Chapter I General Provisions Article 1 In order to strengthen invoice management and financial supervision, safeguard national tax revenue and maintain economic order, these measures are formulated in accordance with the Law of People’s Republic of China (PRC) on Tax Collection and Management. Article 2 Units and individuals that print, collect, issue, obtain, keep and hand in invoices within the territory of People’s Republic of China (PRC) (hereinafter referred to as units and individuals that print and use invoices) must abide by these Measures. If taxes should be paid in accordance with the provisions of tax laws and administrative regulations, the tax authorities should collect taxes first and then issue invoices. According to the needs of invoice management, the tax authorities may entrust other units to issue invoices in accordance with the provisions of the competent tax authorities in the State Council. Illegal invoicing is prohibited. Article 17 A unit or individual who temporarily engages in business activities outside the province, autonomous region or municipality directly under the Central Government shall, on the strength of the certificate of the local tax authority, receive the invoice of the place of business from the tax authority of the place of business.
