Every time the reservoir is open for fishing, there are a total of 300 legally caught fishing boats in the region. For each fishing boat encountered, it is necessary to check whether the fishing license is consistent with the personnel on board, whether the mesh of the fishing net is larger than 14.5 cm, and whether the fishing boat is attached to the engine. 执法队员王帆的老家就在水库边，他的姥姥也是密云水库移民，一家人都对水库有很深的感情。王帆经常听姥姥说，几十年以前，水库周边生活着很多村民，成为孩子们嬉戏的天堂，那会儿村民们都注意保护水库。

后来大家生活好了，也来了好多游客突然涌向水库，开小餐馆、野炊、露营，垃圾扔得到处都是，当地的居民看在眼里痛在心上。听说王帆来执法队工作，姥姥高兴地赶紧让外孙拍照片发给她看。
